Active federal benefit

Lifeline and Free Laptops: What the Program Really Covers

Lifeline and Free Laptops are often mentioned together online, but Lifeline does not itself provide or guarantee a laptop. Lifeline is an active federal benefit that discounts qualifying phone, internet, or bundled service. A separate technology provider may accept Lifeline participation as eligibility proof for its own device program.

The important split: Lifeline determines a communications-service benefit. A laptop provider determines whether a computer is free, discounted, loaned, or available at all.

Internet / bundle Up to $9.25 per month

The standard Lifeline benefit can reduce qualifying internet or bundled service.

Voice only Up to $5.25 per month

The current voice-only discount is lower than the broadband-supported amount.

Qualifying Tribal lands Up to $34.25 per month

An enhanced Lifeline benefit is available for eligible consumers on qualifying Tribal lands.

Benefit scope

What Lifeline pays for—and what it does not

Lifeline support attaches to communications service from a participating phone or internet company. It is not a general technology voucher that can be spent on a laptop.

Lifeline supports

Monthly communications service

After eligibility is approved, the consumer connects the Lifeline benefit with a participating phone or internet company.

Lifeline does not promise

A free laptop

There is no standard Lifeline laptop benefit. If a phone, internet, or technology company advertises a device alongside Lifeline, verify who provides it, whether it is actually free, and what extra terms apply.

!No universal federal laptop entitlement
!No automatic laptop after Lifeline approval
!No reason to assume every Lifeline company offers computers
Current qualification

Who can qualify for Lifeline?

Lifeline eligibility is separate from laptop-program eligibility. In 2026, the standard income route is household income at or below 135% of the Federal Poverty Guidelines, or participation in an accepted government assistance program.

Qualifying programs

Standard route

Current qualifying programs include Medicaid, SNAP, Supplemental Security Income, Federal Public Housing Assistance, and the Veterans Pension and Survivors Benefit.

Income

135% FPG

A household can qualify when income is at or below 135% of the current Federal Poverty Guidelines. The dollar limit changes by household size and differs for Alaska and Hawaii.

Qualifying Tribal programs

Additional routes

Residents of qualifying Tribal lands may also qualify through certain Tribal assistance programs, including Bureau of Indian Affairs General Assistance, Tribal TANF, qualifying Head Start, and the Food Distribution Program on Indian Reservations.

Why the terms get mixed

Why “Lifeline laptop” claims appear online

Three different situations can make Lifeline and a device appear on the same page. None changes the federal benefit into a guaranteed laptop program.

01

A company bundles its own offer

A participating communications company can market equipment or another promotion beside Lifeline service. The company—not Lifeline—sets that device offer.

02

Lifeline is used as eligibility proof

A separate nonprofit technology program may accept Lifeline participation as one indication that the household meets its low-income criteria.

03

Old ACP information is still online

Some pages mix Lifeline with expired Affordable Connectivity Program device language. ACP ended in 2024, while Lifeline remains active.

Laptop-program eligibility

Can Lifeline help you qualify for a laptop elsewhere?

Sometimes. A nonprofit or local technology program can choose to accept Lifeline participation as qualifying evidence. That is a rule of the laptop provider, not a Lifeline device benefit.

Example — Human-I-T

Lifeline can be qualifying evidence

Human-I-T currently includes Lifeline among the assistance programs that can qualify a household for its Gold Membership benefits and deeper technology discounts.

What this means: Lifeline can help establish eligibility with Human-I-T. It does not mean Lifeline pays Human-I-T for a laptop or guarantees a free computer.

Do not confuse the programs

Lifeline is active. ACP is not.

The Affordable Connectivity Program stopped providing benefits in 2024. Lifeline continues as a separate federal communications-service benefit. Current applications should not be presented as ACP enrollment.

ACP free laptop update →
Lifeline

Active program. Discounts qualifying phone, internet, or bundled communications service.

ACP

Ended in 2024. New ACP enrollment and monthly ACP benefits are no longer available.

Laptop offer

Must come from a separate provider, nonprofit, school, local program, or company promotion.

Official Lifeline route

Need the service benefit? Check Lifeline itself.

Use the official Lifeline support site to check current eligibility and apply for the communications benefit. Then treat any laptop offer as a separate program that needs its own verification.
